Delphi - Firebird - Vista access to socket denied -

i facing problem delphi application connecting firebird database on port 45000: if try connect localhost/45000:c:\dbname.fdb giving below error

can't format message 13:98 -- message file c:\firebird.msg not found. unable complete network request host "localhost". failed establish connection. attempt made access socket in way forbidden access permissions.

i don't understand error tried changing port cheked free ports using netstat command no use.

any highly appreciated in advance

i think had same problem in past.
re-installing firebird helped.
